India and Vietnam
Current Context

Lam, Politburo Member of the Communist Party of Vietnam and Minister of Public
Security of Vietnam met NSA Ajit Doval in New Delhi. Two situations were discussed that arose out of China’s aggression in the respective regions.
About

The two sides at the meeting
reaffirmed the importance of maintaining and promoting peace, stability,
maritime safety and security and freedom of navigation and overflight in the
Indo-Pacific Region.
India-Vietnam
Diplomatic Relations
·
India and Vietnam, historically rooted in their national struggle for independence, share traditionally
close and cordial bilateral relations.
·
India initially maintained
Consulate-level relations with the then North and South Vietnams and later
established full diplomatic relations with unified Vietnam in 1972.
·
In 2016, during Prime Minister Modi’s visit to Vietnam, bilateral relations
were further elevated to a “Comprehensive Strategic Partnership”.
·
India and Vietnam closely
cooperate in various regional forums such as ASEAN, East Asia Summit, Mekong
Ganga Cooperation, Asia Europe Meeting (ASEM) at the United Nations and
World Trade Organisation (WTO).
Trade and
Economic Cooperation
·
Bilateral Trade:
o
According to Indian data for the financial
year April 2021-March 2022, bilateral trade registered a growth of 27% and
reached US$ 14.14 billion. Indian exports to Vietnam were US$ 6.70 billion
(34% growth), while Indian imports from Vietnam were US$ 7.44 billion (21%
growth).

India has 342 projects in
Vietnam with a total invested capital of over US$ 1 billion whereas Vietnam has
six investment projects in India with a total estimated investment of US$ 28.55
million.
·
Under the Mekong Ganga
Cooperation framework, India announced the Quick Impact Projects (QIPs)
initiative for Vietnam and some other countries.
·
Since 1976, India has offered
various Lines of Credit (LOCs) to Vietnam over the years on favourable terms
and conditions.
Defence
Partnership
·
In 2009, an MoU on Defence
Cooperation was signed between the Defence Ministries of the two countries.
·
A Joint Vision on Defence
Cooperation was signed between the two countries in 2015.
·
For the first time, a
Vietnamese ship participated in the International Fleet Review in February 2016
at Visakhapatnam.
·
The Joint Vision Statement on the India-Vietnam Defence Partnership towards 2030 was signed in June 2022.
·
Both countries have also signed an MoU on mutual logistics support.

Cultural
Cooperation
·
Swami Vivekananda Indian
Cultural Centre (SVCC) was established in Hanoi, to promote greater
understanding of India and foster closer ties between the people of the two
countries through cultural exchange.
Conclusion
·
Vietnam is an important
regional partner in Southeast Asia. India's push under the 'Act East' policy
combined with Vietnam's growing engagement within the region and with India has
paid rich dividends.
