Current Context
The government has authorised
the Vibrant Villages Programme, with Central components totalling Rs.
4800 crores, including Rs 2500 crore specifically for road connectivity for the
financial years 2022-23 to 2025-26.
About
·
The programme will assist in enhancing the
standard of living for those residing in designated border communities and
motivating residents to remain in their hometowns, reversing emigration from
these villages and enhancing border security.
Vibrant Villages Programme
·
It is introduced to improve the quality of
life of people living in identified border villages.
·
It will help in encouraging people to stay
in their native locations in border areas and reversing the outmigration from
these villages adding to improved security of the border.
·
The scheme will provide funds for the development
of essential infrastructure and the creation of livelihood opportunities in 19
Districts and 46 Border blocks in 4 states and 1 UT along the northern land
border of the country which will help in achieving inclusive growth and
retaining the population in the border areas.
·
It will cover 662 villages near the Line of
Actual Control in Arunachal Pradesh, 75 in Himachal Pradesh, 35 in Ladakh, 46
in Sikkim and 51 in Uttarakhand.
·
The scheme aids in identifying and developing the
economic drivers based on local natural human and other resources of the border
villages on the northern border and development of growth centres on the “Hub and Spoke
Model” through:
o
Promotion of social entrepreneurship
o
Empowerment of youth and women through skill
development and entrepreneurship
o
Leveraging the tourism potential through the promotion of local cultural
o
Traditional knowledge and heritage and
development of sustainable eco-agribusinesses on the concept
of “One Village-One Product” through community-based organisations,
Cooperatives, SHGs, NGOs etc.

Vibrant Village Action Plans will be created
by the district administration with the help of Gram Panchayats. 100%
saturation of Central and state schemes will be ensured.
Significance of Vibrant
Villages Programme

This programme is to stop migration from
border villages, for which employment arrangements will be made there. At
present, most of the youths have migrated to the urban areas for employment, leaving
behind only women, children and the elderly in the village.

It will also strengthen border security by developing
critical infrastructure in the border villages. Many Indian border villages
lack all-weather roads which hamper the efficiency of the armed forces.
·
The programme will help to counter
intrusion in border areas with increasing faith and confidence of local
people on the armed personnel.
·
It will help to develop the local economy
by promoting the concept of “One Village-One Product”.
Challenges of the Vibrant
Villages Programme
·
It will lead to unplanned urbanization which
can affect local biodiversity and ecosystem in those areas.
·
It can also lead to deforestation and land subsidence,
which Joshimath town experienced recently.
·
Proper implementation of the scheme is a major
challenge as faced by most of government policies and schemes.
·
Proper coordination between district
administration and village panchayat is needed for the scheme to be successful.
Conclusion
·
In 2018, the Parliamentary Standing Committee
pointed towards illiteracy, backwardness and lack of basic facilities in our
border areas. The Vibrant Village Programme is an important and commendable
initiative that will address all these issues.

This will not only make our borders safe and
secure, it will also bring remote and border villages into the national
mainstream, and make them more vibrant, developed and self-sufficient.
